What would happen if the Pope declared a war on homosexuality and the tolerance of it?

The Pope is bound by the laws of God when he speaks pertaining to dogma and so this would never happen. He would never condone homosexuality either though. Do you think that when Jesus said "The gates of Hell shall not prevail over her" he was speaking of something else besides his Church?
